The Microsoft Regional Director Program is a small group of 140 software architects, developers, trainers and other professionals from around the world selected by Microsoft as Regional Directors.

The first thing to know is that, while they are officially recognized by Microsoft and often receive inside information about forthcoming technologies, they are completely independent. They are not Microsoft employees.
